Committee clears certificate-of-need exemption for state veterans homes

The committee voted to report a bill that exempts veterans homes operated by the state Department of Veterans Affairs from certificate-of-need review. Terry McCaffrey, representing the Department of Veterans Affairs, said the change corrects language omitted during the 2023 transfer of six veterans homes into that department and would apply to three additional planned homes and future renovations.
McCaffrey told the committee the transfer of homes completed last year and that prior approvals by the Joint Bond Review Committee and the Federal Department of Veterans Affairs remain in place. He described the bill as a cleanup measure to restore an exemption that applied when the homes were under a previous agency. Committee members expressed support and the measure was reported favorably.
