Needham renews Norfolk County weights‑and‑measures IMA and approves phased fee increases after 35 years without change

The Select Board voted May 12 to renew an intergovernmental agreement (IMA) with Norfolk County for weights‑and‑measures inspections and to adopt a phased three‑year update to the town’s fee schedule, which had not been revised since 1991.

Town staff explained that Norfolk County provides specialized staffing and inspection services while the building department handles local administration and billing. The county recommended a fee schedule that some participating towns have already adopted; Needham staff proposed a three‑year, phased implementation to soften the impact on businesses. Staff projected that annual weights‑and‑measures invoicing would rise from about $3,700 to roughly $9,300 under the recommended schedule by FY29, but that even at full implementation the program likely would not fully offset the town’s roughly $12,000 annual IMA cost.

A board member said she did not want the town to appear to be “nickeling and diming” small businesses and suggested spreading increases for more heavily used permits over a longer period; another member said the increases were reasonable after 35 years without a price change. The board approved renewal of the IMA and then approved the staged fee increases; the fee schedule motion passed with one board member voting “nay.”
