County weighs $165K repair vs. $647K enclosure at Early College; bidding and safety concerns delay decision

Commissioners raised safety concerns in favor of enclosure (creating a controlled vestibule and a reaction space for staff and a school resource officer), but several also questioned the cost per square foot and noted there was only one bidder on the project despite two bid attempts. One commissioner said the timing of the budget presentation made him reluctant to approve a larger $647K plus commitment today.
Staff explained the higher price for enclosure reflects structural work, removal of timber supports and creation of a structural slab; juried bidders told staff the job is technically complicated and had limited interest. Several commissioners asked whether the repair scope could be awarded now while holding off on an enclosure until more analysis or rebidding.
The board discussed options — award repairs only, reject the bids and rebid with changed scope, or table the item to the next work session (May 21) so school and architect representatives could join the discussion. No award was made; commissioners asked staff to revisit the bid, seek additional options and discuss the item again at the scheduled budget work session where Southwestern Community College and school officials will be present.
Staff noted the quoted repair contractor (the same firm that worked on the library repairs) could mobilize quickly and complete work over the summer if awarded, and that bid responsiveness and scope clarity were central to any further action.
