The director presented a suggested redline that would allow deposit requirements "depending on the nature of the reservation," citing the value of some equipment and the need for staff flexibility. The director said the change is intended to avoid bringing routine waiver decisions back to the board while retaining board oversight because any policy change still requires City Council approval.
Board members pressed for examples of when a deposit would be used. The director said the GMAC recreation trailer has typically required a deposit because of the high value of assets it contains, while standard shelter rentals have not posed issues. The director also said the pricing policy is reviewed annually but can be revisited more often if needed.
Committee member S7 moved to approve the redline changes as written; the motion was seconded and the board approved the motion on a roll call vote.
