Parmer County approves routine business, authorizes election trailer purchase and agrees to explore trading donated stock-show trailer

Parmer County Commissioners on April 28 approved routine administrative items, authorized an equipment purchase for elections and agreed to further study staffing for grant management.
Routine approvals: the court approved minutes from its April 14 meeting, accepted the accounts-payable list presented by Treasurer Sharon May, approved the Treasurer’s payroll report for April 14 and accepted the county’s first-quarter financial report (Jan. 1–Mar. 31, 2026). Those items passed by majority votes after motions and seconds recorded in the minutes.
Trailers and elections: County Judge Isabel Carrasco and Election Administrator Jessica White explained recurring difficulties moving election equipment to polling locations. Jessica White told the court she had budgeted $9,200 to purchase an enclosed trailer to house and protect election equipment. Commissioner Kirk Frye moved to authorize the purchase; Commissioner Charles Wilkins seconded and the motion passed by majority vote.
Stock-show trailer: Judge Carrasco reported a large, heavy trailer donated to the county by Friona Interbank and stored in Bovina is not practical for Extension Office needs, per Janelle Duffy. The judge proposed trading or selling it to obtain a lighter trailer families could rent. Judge Carrasco moved to pursue options to trade the trailer; Commissioner Kenny White seconded and the motion passed unanimously.
Infrastructure and staffing: Henry Clark requested a water line at the intersection of CR B1 and CR 23; the court voted to approve coverage for that request. The court also discussed, without taking action, creating a new billing/grants position in the Treasurer’s Office to pursue potential grants (including a possible $500,000 ambulance-services grant and a $300,000 SB22 ongoing grant); Commissioner Frye noted an existing budgeted position may already address the work, and the court asked staff to continue studying the idea during the budget process.
Jail roster and adjournment: The Sheriff reported 31 inmates (21 Parmer County, nine Lamb County, one Floyd County). With no further business, the court adjourned at 11:03 a.m.
