Council approves rezoning and wildlife ordinance first reading, joins AEP intervention and authorizes grant applications
Summary
On May 19 the council adopted a rezoning ordinance (second reading) allowing a neighborhood-scale commercial use at 901 East Gallego, approved first reading of an updated human–wildlife interaction ordinance, voted to join other cities in intervening in an AEP Texas rate filing, and authorized Visit Alpine to apply for Humanities Texas grants.
Alpine’s City Council handled several discrete actions on May 19. Council unanimously approved the second and final reading of Ordinance 2026-05-01 to rezone property at 901 East Gallego from mixed residential to neighborhood commercial to allow a commercial plant nursery. Planning and Zoning had recommended approval and required notices and hearings were completed.
Council also approved the first reading of an amendment to Chapter 10 of the city code to regulate human–wildlife interactions, updating definitions, consolidating hunting rules and establishing attractant and waste-management regulations with enforcement provisions and penalties up to $500 per occurrence.
Separately, council voted unanimously to join other Texas cities in intervention before the Public Utilities Commission of Texas in AEP Texas' proposed rate filing, authorizing hiring of counsel and consultants and requiring AEP to reimburse participating cities' reasonable expenses.
Finally, council authorized Visit Alpine to apply on a rolling basis for Humanities Texas rural grants (up to $2,500, no local match) to support cultural and historical programming (Museum on Main Street mural initiative and other projects were identified).
Votes and motions: the rezoning ordinance passed on second reading (unanimous); the wildlife ordinance passed first reading (unanimous); resolutions to join the AEP coalition and to allow Visit Alpine to apply for Humanities Texas grants were both approved unanimously.
