Gage County board accepts single RFP for jail financing and approves several contracts and equipment purchases

The Gage County Board of Supervisors voted on multiple procurement and contract items at its May 13 meeting, including a contested decision to proceed with a single qualified proposer for jail project bond financing and approvals for several county services and devices.
On the jail financing RFP, staff presented a single responsive proposal from DA Davidson. Supervisor Emily moved to accept the response and put the firm into the process; Supervisor Rick Claybaugh urged rejection and rebidding because there was only one response. The board voted to accept DA Davidson’s response (vote recorded 5 in favor, Claybaugh nay, Adams absent). A supervisor explained that when a single qualified response is received, the county has precedent for proceeding rather than delaying the project and risking no additional proposals.
The board approved several contractual items unanimously or by consensus: continuation of the county’s inmate phone services with revised terms to reflect changes in allowable billings; a Codex Corporation (DBA Guardian) RFID/digital inmate-management agreement (05/08/2026–05/08/2031) to digitize cell checks, med-pass documentation and movement logs; and Amendment 21 to the Summit Food Services contract (07/01/2026–06/30/2027), a nominal price increase that sets meals at $1.89 (from $1.80) and certain snack charges at $1.67 (from $1.59) for medically required items.
The board also approved a buyout and year-6 maintenance agreement for its EDEMIA Live Scan fingerprint system to ensure continued digital fingerprinting and automatic submission to the Nebraska State Patrol. Staff noted the existing equipment will likely require replacement in roughly a year or two and recommended budgeting for replacement in future cycles; the buyout plus year-6 maintenance was approved 6-0.
Votes at a glance: the board approved the DA Davidson RFP response (5–1, Adams absent), approved the inmate-phone contract revisions (6–0), approved the Codex RFID agreement (6–0), approved Summit Food Services Amendment 21 (6–0), and approved the EDEMIA buyout and year-6 maintenance (6–0). The board then recessed and entered a closed session to discuss potential litigation, reconvened and took no action after closed session.
The county clerk will place these items and the related contract documents in the record; the jail financing work will proceed with DA Davidson as the county’s financing advisor while staff monitors for additional proposals and schedules related public engagement and design work.
