Middleton Landmarks Commission reviews $14,000 CLG agreement, plans RFP for consultant
Summary
The commission discussed a $14,000 Certified Local Government (CLG) agreement to hire a consultant for National Register designation work, agreed to sign the memorandum if there are no changes and to issue an RFP after city sign-off, with a target to have a consultant hired by Oct. 23.

Chair Christy Warner said the commission has a proposed CLG contract that would provide $14,000 to pay a consultant to assist with historic register designations. "Basically, it's the $14,000 to pay for, the consultant, to help us, with the historic register designations," Warner said.
The commission noted timelines in the scope of work and that the State Historic Preservation Office (SHPO) participates in the CLG process. Elizabeth, a National Register coordinator at the Wisconsin Historical Society, explained that SHPO maintains a list of approved consultants and that the grant memorandum includes specific deadlines tied to the project schedule.
Warner told members the agreement will be signed by city staff (the transcript references Bill Burns) provided no changes are requested; once signed, the commission plans to release an RFP and expects consultants are already interested. Commissioners discussed timing: staff indicated an expectation to have the memorandum and RFP in place by mid‑June and a consultant hired by Oct. 23 under the current timeline.
The commission did not take a formal vote on the memorandum during the meeting; members signaled tentative approval to proceed with signatures and to circulate the RFP once internal sign-offs are complete. Commissioners also emphasized the need to review the final RFP form and to await the full survey results before finalizing some deliverables.
The next steps are for staff to confirm signatures with the finance director and city staff, distribute the RFP after sign-off, collect proposals (staff proposed a two‑week response window), and return recommendations to the commission (likely at the July meeting).
