Board approves 2026-27 HUD action plan allocating roughly $4.6M in CDBG and $12.2M in HOME funds

Fresno County staff presented the second required public meeting on the 2026-27 Community Development Block Grant (CDBG), HOME Investment Partnerships, and Emergency Solutions Grants program action plan on May 19, saying total available funding for 2026-27 is approximately $4,600,000 for CDBG and $12,200,000 for HOME (including reprogrammed prior-year funds).
Jonathan Avedian of the Department of Public Works and Planning said the plan is substantially similar to the current-year activities and that staff will incorporate public comments and make allowable changes before submitting the plan to the U.S. Department of Housing and Urban Development (HUD). A public commenter urged more outreach to people with lived experience of homelessness and stronger communications about available services.
A board member asked whether the citizen advisory committee remains active; staff said the citizens advisory committee reviewed the plan earlier and will continue to provide input. After the public comment period the board moved to adopt the action plan and the motion passed unanimously.
The action plan approval allows staff to finalize HUD submissions and begin implementing eligible housing and homelessness programs under the CDBG, HOME and ESG funding for 2026-27.
