The River Heights City Council on May 19 approved a package of city-code changes developed by the Planning Commission and adopted two purchase orders to replace playground equipment.
Planning Commission Chair Keenan Ryan presented code edits recommended by animal control to define "leash" as a physical connection to a person and to retain the existing policy that animals are prohibited in city parks "unless otherwise posted." The commission also proposed defining animal nuisance standards (for example, sustained barking logs for enforcement) and suggested adjusting winter-parking language so that restrictions apply during measurable snow events rather than a blanket seasonal ban. City engineer recommendations to prefer gravity-fed sewer design over lift stations — to reduce long-term maintenance burdens on the city — were also discussed.
On specific procurement, staff recommended two purchase orders for Ryan’s Place Park: a replacement climbing net (material cost listed) and a full replacement of a misshapen tube slide that staff said posed an injury risk. A council member made a motion to approve the two purchase orders and the council approved them on a voice vote.
Council directed staff to bring a future agenda item on dog-permission signage in parks so that permitted areas and signage could be clearer to residents.
