No public commenters spoke during the hearing. After the council added the two clarifying edits (correcting the public-hearing date and inserting a 90-day effectiveness clause), a council member moved and the council approved the ordinance by voice vote. Staff noted the ordinance replaces previously adopted fees when the new fees become effective.
