Councilor Gale summarized the item and reminded the council that the previously approved resolution removed any support for studying a through-lane closure at Exit 2A to Ocean Park Road. "Important information, this initiative does not contemplate any closures to the through lane at Exit 2A to Ocean Park Road," Gale said, and staff reiterated the exit would not be part of the current scoping.
Staff told council the EPS application was successful. The transcript lists a total project budget of $150,000 and describes a total local match of about 25% (noted in the packet as $37,500), with Old Orchard Beach's share around $30,000 and Saco's estimated portion $7,500.
Councilors asked technical and lane-questioning clarifications; staff said the Exit 2A two-way/through-lane option was taken "off the table" for this phase and that other phases could revisit the topic. Councilor Hewitt asked about lane geometry and left-turn arrows at the Ocean Park approach; staff said such items could be directed to MaineDOT or addressed in later project phases.
The motion (moved by Councilor Gale, seconded by Councilor Anand) passed by roll-call vote 6-0.
Next steps: staff are authorized to execute the EPS partnership consistent with the council's resolution and to manage the local match obligations described in the packet.
