Members adopted a substitute version of HR 216 that authorizes the House Natural Resources Committee to hold a hearing and to receive information from the Department of Conservation & Energy, DEQ and other stakeholders to review the 2022 Louisiana Climate Action Plan. The substitute clarifies that the committee will determine participants and scope for the hearing and allows for off‑season convening with other legislators able to attend.
Vice chair and other members asked whether specific participants would be required; the chair said the list was intentionally left open to allow committee discretion. The committee adopted amendment set 5,397 (substitute language) on reconsideration and then reported HR 216 favorable as substituted. A card in opposition from the Sierra Club was filed and noted in the record but the committee moved forward with the hearing authorization.
