A concept amendment adds a representative from Keep Louisiana Beautiful appointed by the lieutenant governor and, at committee direction, added a representative from the Louisiana Police Jury Association. Nathan McBride, deputy secretary at DEQ, said the agency can staff the task force and prepare the report and that no fiscal note is expected for the resolution itself. Committee members discussed the availability of existing waste‑tire funds for cleanup and the need to account for private‑property complications when owners do not cooperate.
The committee adopted the amendment and reported HCR 85 favorable. Sponsors said they are open to further amendments to ensure statewide representation and to refine the task force’s scope.
