Representative Malloryn presented House Bill 1086 to modernize Louisiana’s titling and registration system, expanding electronic processing and enabling digital title transfers and electronic signatures. The bill also updates lienholder procedures to operate digitally. Sponsors said an amendment set was written in collaboration with the Office of Motor Vehicles, OMB, bankers and titling agencies.
Under the bill, the implementation timeline is set for Jan. 1, 2028, or sooner if the state’s systems are updated earlier. Committee members probed operational details; the sponsor and OMV indicated they had coordinated and that the amendment package reflects agency and stakeholder input.
The committee voted to report HB1086 favorably as amended without objection. Proponents said the measure would reduce paperwork, speed processing and provide more timely access to titling records; agencies noted technical work would be required to update IT systems before full rollout.
Next steps: the bill was reported to the full Senate; sponsors indicated follow-up with OMB and OMV on implementation timelines would continue.
