Wilson County benefits staff and the county’s insurance presenter reported to the committee that calendar‑year claims showed a March spike but that overall claims have leveled. Staff said they project roughly $1.7 million to $2.0 million in outstanding claims for the fiscal projection discussed and indicated about $2.5 million remains in other county funds pending transfer into the insurance fund.
Presenter (Speaker 6) explained the handed‑out graphic comparing year‑to‑date claims to prior years and noted March had an unusually high week (approximately $500,000), which staff said is not the norm but underscores the volatility of claims. Benefits staff (Speaker 2) said, based on current projections and transfers expected, they do not plan to request additional county money at this time but cautioned that another large claims week could change that assessment.
Committee members asked about premium tiers, historical premium adjustments and whether employees have had premiums shifted in prior years. Staff said some premium and deductible adjustments occurred in earlier years and that new tiers have increased cost for newly created tiers, while most existing tiers have not seen employee premium increases since the stated prior adjustment. Staff offered to provide comparative utilization and cost data (three‑month comparisons) if the committee wants more detail.
The session included a brief discussion of the county’s self‑insurance approach versus a fully insured carrier; staff argued self‑insurance remains more affordable for the county given current claims patterns. The committee took no formal vote on funding; staff will provide additional comparative analysis if requested.
