The Black Hawk County Board of Supervisors on May 12 approved a slate of routine financial and operational items, including authorization for the County Auditor to issue payments for vendor claims, and approved two contracts the county will rely on in coming years.
Supervisor Justin Brandt moved a resolution authorizing payment of claims across multiple county funds — general, road, jail commissary, ARP and others — and directing the County Auditor to issue payments. The resolution was adopted by the board (AYES: Brandt, Kurtenbach, Schwartz, Laylin; NAYS: none; ABSENT: Hall). The claims list submitted with the resolution included routine vendors and larger line items submitted for payment.
The board approved a two‑year extension of the county's courthouse security contract with Per Mar Security Services, effective Aug. 1, 2026 through July 31, 2028. The approved hourly billing rates in the contract are Security Officer Year One $24.40/hour and Year Two $25.14/hour; Security Supervisor Year One $25.14/hour and Year Two $25.90/hour, with overtime and holiday rates as specified in the proposal. Facilities Director Rory Geving recommended the extension.
The board also approved a contract amendment with Performance Resources Consulting LLC for strategic planning services for FY2026‑27 not to exceed $68,500. Chair Laylin noted the county could take a 5% discount if it paid the full amount up front; Human Resources Director Amanda Fesenmeyer said she believed the funding was included in the adopted budget.
Other routine approvals included travel requests for IT staff to attend two conferences (estimated costs recorded on the request forms), a construction permit and Master Matrix scoring for a new site in Barclay Township, and acceptance of several DNR electronic notices updating manure management plans pursuant to 567 Code of Iowa §455B. The board received project updates from County Engineer Catherine Nicholas — including an expected reopening of the Dysart Road bridge and progress on the Donald Street resurfacing project — and from Facilities Director Geving on clinic and jail HVAC work nearing completion. IT Director Al Yu told the board the Courthouse could be without power for eight to 12 hours on June 13 for a server project cutover.
Supervisor Kurtenbach also briefed the board on plans to improve audio‑visual systems and to explore broader online streaming options for meetings, and noted that counties had not yet received the final property tax bill from the state Legislature. The meeting adjourned after routine reports and votes.
