Thurston County approves $3.5 million design contract to convert downtown buildings for courthouse use

The Thurston County Board of County Commissioners on May 19 authorized Central Services to execute an on‑call professional consulting contract with KMB Architects to design the adaptive reuse and tenant improvement build‑out of downtown buildings on the Plum Street and Union Avenue campus.
Rick Thomas, capital projects planning manager with Central Services, told the board the contract will not exceed $3,500,000, including amendments that do not exceed 10 percent, and that funding will come from the county’s 2022 bond and state sources. He said the first task order will focus on converting Buildings 1 and 2 into courthouse space for district and superior courts and that future task orders could address other campus buildings as consolidation continues.
Commissioners asked about whether the work needed additional Planning Commission review or placement in the capital improvement plan. County staff said the project is in the 2025–2030 capital improvement plan and that the county’s prosecuting attorney reviewed the procurement and authorization. The board approved the contract on a voice vote.
The motion authorizes the director of Central Services to execute the contract and amendments up to 10 percent. County staff said the solicitation drew three responses and that the top firms were interviewed before selection. The contract aims to advance courthouse design and consolidate county services at the downtown campus.
