County clerk outlines vote-by-mail mailing and election-judge recommissioning process

The county clerk updated the committees on election operations, saying the office is completing March election wrap-up and preparing a required summer mailing of vote-by-mail applications to every registered voter ahead of the next general election.
The clerk explained that voters who want ballots by mail must sign and return the mailed application, and that voters may also opt out or sign up for a permanent vote-by-mail list. "If the voter wishes to have a ballot mail, they will simply sign, return the application," the clerk said. The clerk noted this mailing is required under Illinois election law before each general election (every other November).
The clerk also described the recommissioning process for election judges: letters will be mailed to judges; they must sign and return the letter to be recommissioned; county staff will compile judge lists by party, party chairmen may submit additional names, and final appointments are approved by the county board and confirmed by the circuit court if no objections are filed.
Website and training proposal: the clerk said the county has been using an online election-judge training and county website service (SOE) and has received a proposal to migrate to a county-controlled website that would include fillable forms and allow staff to maintain timely updates. The clerk described the proposal as reasonable and said she would bring more information to the committee next month.
