Trustees voted to set a public hearing and joint review board meeting for the Roosevelt-Manheim Tax Increment Financing (TIF) District on June 23, 2026 at 6 p.m., and separately approved a resolution reimbursing the General Fund from TIF incremental receipts for earlier redevelopment-related parking-lot expenses.
Legal counsel emphasized that setting the hearing is procedural and does not constitute final action on creating or amending a TIF district. Counsel said there will be additional ordinances after the public hearing for designating a redevelopment plan, adopting the redevelopment plan and directing the county clerk to implement TIF if adopted.
Staff told trustees that property-tax receipts for the TIF have matured enough to allow reimbursement of work previously paid from the General Fund. "At this point in time... property tax have come in from the county that TIF does have money and this is what it's doing," staff said, describing the reimbursement as an appropriate use of incremental TIF funds.
Resident Diane Scott had earlier asked whether carving a new TIF parcel would create two separate TIFs; staff replied that details and the rationale will be discussed at the public hearing, where the public and legal counsel can ask questions and comment.
The hearing will include the village attorney and provide an opportunity for interested parties to ask questions and provide feedback before any final ordinances are considered.
