Westchester approves nearly $900,000 Green Alley contract with MWRD partnership

The Village Board voted April 28 to award a contract for the 2026 Green Alley Reconstruction Project to Earthworks Land Improvement Development Corporation, the lowest of 10 bidders.
Staff described the project as reconstruction of five alleys south of Roosevelt Road (Hass Avenue to Highdorn). Village staff said the project team applied to the Metropolitan Water Reclamation District partnership (MWRD) and received $393,000 of support; the lowest bid read in the room was $895,087.50, which staff estimated would leave the village’s share at about $500,000 after the partnership contribution.
Public Works staff told trustees they have previously worked with Earthworks on other village projects and do not anticipate problems with the contractor. Trustee questions focused on the grant/partnership amount and project location; staff confirmed the partnership contribution amount and summarized bid procedures and evaluation.
On roll call the board approved the resolution to execute the contract. Staff said they hope final costs come in under the bid amount but requested approval to enter the contract so pre-construction work can proceed.
The project will be scheduled following pre-construction meetings and notices to affected residents.
