During public comment on May 12, Diane Scott said she reviewed the new Roosevelt/Manheim TIF redevelopment plan and raised concerns that the plan’s future land‑use map includes changes for parcels outside the TIF boundaries.
Scott told the board the plan is scheduled to go to the joint review board on May 27 and to a public hearing on June 23. She said she could not find the plan on the village website but obtained a hard copy, and asked the village to post the plan online in the interest of transparency. Scott asked the board to hold a dedicated community workshop to vet land‑use changes for areas outside the TIF before the board votes, saying such changes affect property rights and neighborhood character and deserve more rigorous public input than a single hearing.
Village staff acknowledged that the TIF plan must include a future land‑use map but said the board has discretion over timing; trustees and staff did not commit to postponing the joint review board schedule but listened to the request. Scott compared neighboring suburbs that use interactive workshops to gather resident input and urged Westchester to follow that example.
The board did not take formal action on the request during the meeting; staff noted the public hearing date and that taxing bodies on the joint review board will review the plan on May 27.
