The Westchester Village Board voted May 12 to adopt a strategic plan intended to guide village priorities from 2026 through 2030.
Corey, the consultant who led the plan’s development, presented a draft that lays out the village’s vision and mission and lists strategic goals including economic development, workforce stabilization, clearer communications, sustainable infrastructure and increased public trust. The consultant said some targets remain blank because staff must first collect baseline data before setting measurable goals.
Village Manager (speaker 12) told the board the plan is a “living document” and said staff will return with further refinements. He and other trustees said implementing several initiatives will require funding decisions in future budgets; the manager noted the village intends to report progress at least twice a year.
Trustees moved and seconded a resolution (read in the meeting as “resolution 20 26, 11 64”) to adopt the plan. The board approved the resolution by roll call. A trustee asked that budget language clarifying that adoption does not obligate immediate expenditures be added or clarified in future revisions; staff said that wording could be added and brought back for review.
The board’s adoption formalizes the vision and gives staff direction to develop implementation steps such as filling baseline targets, pursuing grant‑ready projects and identifying performance indicators. The manager said staff will work with the consultant on cadence for updates and will return to the board with edits and additional data.
