Finance committee reviews ARPA spending and recommends five‑year budget forecast to county board

Finance staff reported progress on the county’s new building (drywall up on the north end) and reminded members about a site tour ahead of the board meeting. They also said the 2027 budget season is opening and department heads have access to the county’s budget system for initial entries.
On American Rescue Plan (ARPA) funds, staff said the county received $10,016,642 in ARPA grant revenue (including $100,000 tribal funding) and has spent $7,616,399 of the restricted allocation as of March 31, 2026, leaving $2,400,243 required to be spent by Dec. 31, 2026. The drawdown page in the packet showed $3,400,000 remaining when including about $1,000,000 of interest the county earned investing ARPA funds; staff said the additional interest is unrestricted but has been allocated to the new construction project.
Staff presented an updated five‑year budget forecast (2026–2030) that projects a 3% tax levy increase this December, followed by 3.5% in the next two years and 4% in 2029, with the plan aiming to maintain a general fund reserve of 6–9 months through the period. The committee voted to recommend the five‑year forecast to the full county board.
Committee members praised the treasurer for investment returns and discussed placeholders in the forecast for new divisions and positions tied to new buildings. The ARPA balances and projected use on the new construction project were presented as on track to meet spending deadlines.
