The Grundy County board voted to forward two new land‑use job descriptions to the county’s finance office for review after a presentation on departmental needs.
Mary (speaker S4) told the board that the retirement of the county’s land‑use director prompted an assessment by HR, the development director and S4 of the department’s workload and processes. From that review officials drafted descriptions for a senior planner for land use and code compliance and for a permits, records and operations coordinator to improve intake, review, and day‑to‑day coordination with GIS, highway and the assessor.
S4 said the positions are intended to bring much of the daily oversight back in‑house while continuing to send high‑level commercial and industrial engineering reviews to two contracted firms identified in the presentation as Chamlin and Spaceco. "The engineering aspects that we send out will still go to our engineering firm," S4 said; "what we are retaining is the day‑to‑day overview, the development coordinating with GIS, coordinating with highway, coordinating with assessor."
S2 emphasized continuity of operations and cross‑training so the new positions can back each other up during busy periods. S4 added the land‑use committee had given a positive recommendation and that the descriptions will go to personnel and then to finance on Monday prior to full board consideration.
A resident during public comment urged stronger enforcement of special‑use conditions for large solar projects, saying she had seen damaged panels near Gardner and suggested operators should lose special‑use permits if they fail to repair them in a timely manner. S4 responded that she, Alec and Eric Gibson are "working on that" and that the county has "wheels in motion" to hold operators to commitments on landscaping and maintenance.
Matt moved to forward both job descriptions to finance; Harold seconded. The board voted in favor and the motion carried. No final hiring decision was made; the positions were forwarded for finance review and will return to the full board later in the approval process.
