Winfield board approves consent items, authorizes salt purchasing participation and Compass Minerals renewal

At its March 19 meeting the Winfield Village Board approved its consent agenda and passed multiple non-consent resolutions dealing with road salt procurement and surplus equipment.
The consent agenda—which included minutes from March 5, payment of bills totaling $424,645, a traffic court prosecution rate adjustment (from $175 to $185 per hour), special event permits and reappointments to the Board of Fire and Police Commissioners—passed on a roll-call vote.
Public Works Director Rahat presented the salt procurement strategy: historically the village splits purchases 50/50 between DuPage County’s contract and the state contract to hedge price and delivery risk. Based on this year’s usage (about 700–800 tons), staff recommended reducing the base order to about 400 tons from each contract to provide flexibility. The board authorized participation in the state and county procurement processes and approved staff to commit village quantities.
Rahat also explained DuPage County intends to exercise a one-year renewal option with Compass Minerals. The contractor requested a 5% increase in unit price; Compass’s price would rise from $70.79 per ton last year to $74.33 per ton next year. Trustees authorized participation in the county renewal and the quantities discussed.
The board approved a resolution declaring certain small public-works items surplus and authorized auctioning that equipment.
Also noted earlier in the meeting, the village attorney said the school districts had filed a petition for leave to appeal in the TIF 2 case and the village’s answer is due April 1; the attorney estimated a village legal cost of approximately $40,000 to respond to the petition—separate from any additional briefing if the Supreme Court accepts the case.
