Winfield to create campus zoning district for DuPage County property, retains final approval authority

The Village of Winfield will amend its zoning code to create a new campus zoning district for the portion of the DuPage County campus that lies inside Winfield, Community Development Director Peter Kremmets told trustees on March 19.
Kremmets said the action follows an intergovernmental agreement (IGA) with DuPage County intended to let the county operate more efficiently on campus properties that straddle Winfield and Wheaton. The campus zoning district will list permitted uses (for example, libraries and government offices) and special uses (hospitals, public utilities, automated gas regulation stations, electrical substations and certain transportation uses). Kremmets stressed that while the county will run public hearings for changes, “the end approvals would come from the village,” so Winfield retains final regulatory authority.
He told the board the plan and zoning commission held a public hearing on March 4 with no public comments and voted 5–0 in favor of the zoning-text amendment. Kremmets also noted the county expects to relocate some fueling and maintenance uses but has no widespread plans to expand campus uses toward built residential Winfield due to wetlands and floodplain constraints.
Trustees asked about law enforcement on the Winfield side of the campus; Kremmets said the sheriff’s department will assume primary policing responsibility starting Aug. 1 per the IGA, and the village can provide mutual aid when requested.
The board signaled support to move the zoning-text amendment forward; staff will coordinate ordinance language and next steps per the IGA timeline.
