Winfield adopts zoning text amendment to create DuPage County Governmental Center district

The Winfield Village Board on April 2 adopted an ordinance amending Title 10, Chapter 6 of the zoning code to create the DuPage County Governmental Center District and to implement an intergovernmental agreement (IGA) transferring certain regulatory controls for the county campus to DuPage County.
Community Development Director Peter Clements told trustees the new district centralizes services such as transportation, public works and emergency management and preserves existing land uses on the county campus. He said the district will permit governmental offices, libraries, fire stations and special uses such as hospitals, senior housing and public works garages, and would set building limits (maximum height 75 feet or five stories) and perimeter setbacks.
Clements said the plan and zoning commission held a public hearing on March 4, received no public comments, and unanimously recommended approval 5‑0. He noted a separate rezoning hearing will be handled through the planning and zoning process (the public notice did not include rezoning steps) and that the district text must be completed within 90 days of IGA approval.
The board moved and approved the ordinance on a voice roll call. The amendment adds Article B (DPCGC) to the village zoning code and directs staff to continue the rezoning public‑notice process at the planning and zoning commission.
