Winfield board approves bonds, façade aid and vehicle surplus; consent items pass

At its Jan. 15 meeting the Winfield Village Board approved a set of routine and financial items, including consent agenda items, façade assistance and bond issuance.
Consent agenda (Item 6): Trustees approved minutes from Dec. 18, 2025, payment of bills dated Jan. 15, 2026, and two HBK Engineering task authorizations to continue village engineering services through April 30, 2026. The motion was made and seconded and passed by roll call.
Facade assistance (Item 8): The board approved a TIF assistance item for Winfield Community Plaza LLC limited to storefront/facade work (double-pane sliding storefront system) not to exceed $60,500. Staff said the work will improve thermal performance and reduce drafts at the restaurant storefront.
Bonds (Item 9): Finance Director Connie presented an ordinance to issue $348,000 of taxable general obligation limited tax bonds (Series 2026A) to provide the revenue source for repayment of outstanding 2021 refunding debt certificates that funded road work. The ordinance also authorizes a property tax levy to pay principal and interest. Connie noted last year’s amount was $337,000 and explained the village is moving certain accounts to a PFM-managed arrangement as part of investment-account reorganization.
Surplus vehicles (Item 10): Sergeant Olsen recommended declaring eight vehicles surplus (police and public works) and selling them at auction with proceeds returned to the general fund. Trustees questioned why squad number 624 (52,346 miles) was on the surplus list; staff said transmission issues and lack of operational need were the reason. Staff estimated auction proceeds for typical older squads around $3,000 but said market conditions vary.
Each item was moved, seconded and approved by roll call during the meeting. Trustees and staff asked routine clarification questions during the presentations; no items were tabled.
