Winfield board approves intergovernmental agreement with DuPage County on county campus

The board approved a five-year IGA that gives DuPage County permitting autonomy over the county governmental campus while preserving Winfield's zoning oversight; the county sheriff will assume on-site policing Aug. 1, 2026, and the village must create a campus zoning district within 90 days.
Trustees voted on Feb. 19 to approve an intergovernmental agreement defining how Winfield and DuPage County will regulate and operate the DuPage County Governmental Campus, which straddles Wheaton and Winfield.
"The purpose of this intergovernmental agreement is to establish the regulatory and operational relationship between the village and the county regarding the DuPage County campus," Community Development Director Peter Crummins said. Crummins said the agreement covers the portion of the campus within the solid yellow line on the exhibit and noted much of that land is undevelopable due to floodplain and wetlands.
Key terms presented to the board include a five-year term that automatically renews for successive five-year periods unless either party gives 365 days' written notice to terminate; the village must create a DuPage County Governmental Campus zoning district within 90 days of approval; the county will issue its own building permits and perform inspections to International Code Council standards; and the DuPage County Sheriff's Office will assume primary law enforcement responsibilities for the entire campus effective Aug. 1, 2026. The village retains the ability to inspect and to halt work when there are public-safety concerns, and village officers may provide mutual aid but are not required to do so.
After Crummins' presentation, the board moved and approved the resolution by roll call. "Motion passes," the clerk recorded following recorded yes votes from trustees present.
The board did not attach additional conditions to the IGA at the meeting; Crummins noted a public hearing before the Plan & Zoning Commission was already scheduled for March 4 to discuss the new zoning district.
