At the Glen Carbon City village board meeting trustees approved routine financial items and personnel promotions on the consent calendar.
The board accepted payments for the April 25 through May 11, 2026 period with net activity of $1,119,168.19. Finance staff reported one notable payment in that packet: a progress payment of $255,004.76 to KEMEX Incorporated for work on a water-mains maintenance project. "Net activity amount for that time period was $1,119,168.19," the finance presentation said.
Trustees also approved the treasurer's report after Treasurer Rick Tucker told the board the books were in order and noted a treasury income item held in a cash-equivalent account. "Everything is in order," Tucker said during his presentation.
On personnel, trustees approved the promotion of Sergeant Greg Boyer to lieutenant and Detective Leon Robinson to sergeant; the chief sought early promotion so the newly promoted officers could overlap with Lieutenant Ned Miller before Miller's final work day.
Why it matters: the payments and treasurer report are routine financial oversight actions that keep municipal contracts and payroll on schedule. The promotions respond to an impending retirement in the department and allow on-the-job transition time.
Whatcomes next: standard reporting and follow-up will appear in future board packets; the chief indicated the promotional appointments will be finalized at the police commission meeting.
