Glen Carbon approves extended dispatch IGA; village would bear about 75% of call‑value costs

The Village Board approved an ordinance to authorize a new intergovernmental agreement for dispatch services and a separate agreement to accept digital recorder equipment from Madison County ETSB.
Presenters said the dispatch agreement continues a partnership that began in 2015; the proposal would extend the term to 12 years. Staff explained capital improvement costs were addressed previously and that only ongoing operating costs remain; those operating costs are apportioned under a call-value formula and the presenter said Glen Carbon accounts for about 75% of the total cost because of its call volume. "Glen Carbon accounts for 75% of the total cost because we're 75% of the total call value," a presenter said.
Separately, Madison County purchased and will provide new digital recorder hardware (approximately $75,000 worth of equipment) to replace the village’s recorder. Under the intergovernmental agreement, the county will turn over the equipment to the village and the village will assume maintenance costs and a reimbursement schedule outlined in the agreement.
Trustees asked clarifying questions about participating parties and approved the ordinances by roll call.
