Glen Carbon approves several property purchases and vacates a street segment to resolve long-standing encroachments

The Village Board approved a set of ordinances to correct long-standing property boundary issues around Roslyn Street, including purchase agreements and a street vacation. Trustees voted to acquire 6.72 acres from Jeffrey and Lisa Embold and approved related property transactions with Laurie Keegan and Carl Levy Jr. to resolve driveway encroachments and provide access.

Presenters said the village had, over years, built roads and drives that encroached on private parcels because of inaccurate surveys and historic errors. As one presenter summarized, earlier measurements ‘‘used two poles and a chain’’ and historic reconnections left property lines incorrect; the planned transactions will straighten boundaries, transfer a small corner from a resident to the village in return for frontage adjustments, and vacate a street segment to give a homeowner a full front yard while retaining existing driveway and street alignment.

Trustees discussed the survey history, affirmed that the actions would resolve encroachments, and approved the ordinances by roll call. The board noted that property conveyances and vacations are intended to correct prior mistakes and will be recorded in the village’s land records.
