Resident says Collinsville animal control failed to act after eviction left about 10 cats outdoors

During the public‑comment period on Jan. 27, Collinsville resident Sierra Summers told the council she and neighbors are caring for about 10 domestic cats left outdoors after an eviction at the end of Goeth Street and accused animal control of failing to act.
Summers said the cats were not neutered, microchipped or vaccinated and that community members sheltered them through recent snowstorms. She said Collinsville animal control declined to assist and that she was later subject to city legal action after bringing one cat to the animal‑control facility with permission she said she received by phone. "The city has taken me to court for helping one of the cats," Summers said.
Mayor and city staff responses: The mayor thanked Summers for bringing the concern to the council. Staff later said Chief Wharram and other officials are aware of the situation and that the city will continue to look into the matter.
No formal action was taken during the meeting; Summers said she has spoken to local news and encouraged public awareness.
