- Consent agenda: approved payment of bills for the period ending Feb. 13, 2026 in the amount of $1,529,332.56; approved payroll for the period ending Jan. 30, 2026 in the amount of $884,298.53; approved minutes of the Feb. 10, 2026 council meeting; authorized the mayor or city manager to enter an Illinois workers' compensation settlement agreement for David Scott.
- Ordinance: rezoning 206 Vandalia (Master Auto) from B-2 to PUCD to permit a parking expansion and site improvements (motion: Furman; second: Green).
- Ordinance: rezoning 709 Rose Avenue from R2 to PR2 to permit construction of a two-unit duplex (motion: Houseman; second: Furman).
- Ordinance: authorize execution of a collective bargaining agreement between the city and Collinsville Lodge 103 of the Fraternal Order of Police (motion: Hausman; second: Furman).
- Ordinance/contract action: authorize AIA agreement and guaranteed-price amendment with Holland Construction for parks maintenance building preconstruction/design (motion: Furman; second: Green). Preliminary design/GMP lines stated in meeting: $96,478 for the package, $52,000 preconstruction fee; total project budgeted at $1,000,000 in the CIP.
- Appointment: Alex Dow appointed to the Planning Commission for a three-year term through 2029 (motion: Houseman; second: Green).
Council then adjourned. The meeting recorded one absence (Seaton).
