Council authorizes design/preconstruction agreement with Holland Construction for parks maintenance facility

The Collinsville City Council on Feb. 24 approved an AIA standard-form agreement and a guaranteed maximum price amendment with Holland Construction for a parks maintenance building at Woodland Park.
Parks director Kimberly Corn described the work as a two-step process: complete design and preconstruction services, then bid construction. Corn said the guaranteed maximum price for the preconstruction and preliminary design phase was listed as $96,478 and noted a preconstruction fee of $52,000. She said the "total project cost for this is estimated to be at $1,000,000, and that's what it is budgeted for in the current CIP." Corn told council the facility is intended to provide a stable home for parks staff and equipment now that the department lacks a primary shop.
Project representatives from Holland Construction were present for technical questions. Council moved and approved the agreement on roll call so staff can complete design work and return with construction bids in a subsequent phase.
The council noted potential schedule coordination with nearby construction, including work on a new fire station, which may provide economies of scale for contracting.
