Collinsville approves three-year agreement with operating engineers union

The Collinsville City Council on March 24 approved a three-year collective-bargaining agreement with the International Union of Operating Engineers Local 520C covering Jan. 1, 2026, through Dec. 31, 2028.
Public Works Director Troy Turner outlined the agreement's principal terms: a 4% annual wage adjustment, revised licensing incentives to encourage class-1 operator certification, an increase in uniform allowance from $450 to $750 per year, holiday double-time pay plus holiday, and language intended to manage overtime. Turner said the agreement also extended the residency requirement from 15 to 20 miles to broaden recruitment.
"One of the biggest things we got was overtime management," Turner said, and he described the changes as providing staffing flexibility and cost savings for the city. Council members asked no substantive questions and voted to approve the ordinance on roll call.
The agreement takes effect Jan. 1, 2026, and staff said it balances compensation improvements for operators with provisions aimed at limiting overtime costs.
