Collinsville approves three-year police contract with FOP Lodge 103, including 3.5% 2026 raise

The Collinsville City Council voted Feb. 24 to authorize execution of a three-year collective bargaining agreement between the city and the Collinsville Lodge 103 of the Fraternal Order of Police.
Police Chief Brett Borum summarized the tentative agreement reached Dec. 5, 2025 and ratified by the union Jan. 24. Key terms he highlighted included a 3.5% wage package for 2026, CPI-based increases in 2027 and 2028 with a 3% floor and 4% ceiling, and changes to specialty pay and scheduling. "We agreed on a wage package in 2026 of 3 and a half percent," Borum said. He also noted increases in field training officer compensation (from 16 to 24 hours per step), an 18-hour Kelly day for detectives and adjustments to vacation accruals that align the department with neighboring municipalities.
Borum said management also secured a reduction in the schedule-posting requirement from six months to three months, which city staff had identified as operationally helpful. He recommended council approval; council moved, seconded and approved the ordinance on roll call.
The agreement takes effect under the terms presented and will be implemented by the police department and human resources per the contract schedule.
