Council trims multifamily masonry requirement from 100% to 50%

Senior Planner Caitlin Rice told the council the proposed amendment to Cullum Municipal Code section 17.05.0.14 would reduce the multifamily masonry requirement from 100% to 50% and specify permitted alternative materials for the remaining facade area. Rice said the revision responds to previous deviation requests and mirrors standards in peer communities, where guidelines emphasize overall design, massing and façade treatment rather than a strict masonry mandate.
"This proposed amendment will reduce that 100% to 50% and also list permitted other materials to feature in that other 50%," Rice said, adding staff found the change is "consistent with the city's comprehensive plan and our regulations." Council members asked about applicability in Uptown Collinsville and Rice clarified that Uptown follows separate Uptown Collinsville (UCD) design standards.
A motion to approve the ordinance passed on roll call. The amendment affects the city's multifamily design guidelines and removes the city's sole requirement for all-masonry facades, allowing design flexibility while retaining standards for scale and character.
