Council approves rezoning at 709 Rose Avenue to permit two-unit duplex

The Collinsville City Council voted Feb. 24 to rezone 709 Rose Avenue from R2 (two-family residential) to PR2 (planned one- and two-family residential) to allow the applicant to construct a two-unit duplex.
Senior planner Caitlin Rice described the lot as approximately 0.46 acres, previously developed with a single-family home that was demolished between 2015 and 2022 and later sold by Madison County for delinquent taxes. The applicant proposes two units, each with a two-car garage and roughly 1,300 square feet on the first floor with finished basements that include additional bedrooms. "The applicant's requesting construction of a 2 unit duplex, which each unit having 3 beds, 3 baths, and 2 car garage in their own driveway," Rice said.
Rice told the council that staff found the proposal meets the zoning and comprehensive-plan intent for infill housing but noted it conflicts with the city's future land-use map; staff advised that the future land-use map should be adjusted if council agrees with staff's interpretation. After brief council discussion and no requests to remove the item, the council moved and approved the rezoning on roll call.
The approval allows the planned development to proceed; any further changes would be subject to site-plan review and any map amendments required by the city.
