Council approves rezoning of two Bissell Avenue parcels to single-family

The Collinsville City Council on March 24 approved an ordinance to rezone 315 and 317 Bissell Avenue from R-3 (multifamily residential) to R-1 (single-family residential).
Planning Technician Cole Filgus told the council the site is "just under a third of an acre" and had contained a multifamily home built in the 1940s that was condemned in 2021 and demolished after the city acquired the property in 2025. Filgus said the parcel is surrounded by single-family zoning and that staff finds the rezoning "fits the character of the neighborhood and promotes the health, safety and quality of life" and is consistent with the city's comprehensive plan.
Mayor Pro Tem entertained a motion; the motion to approve was moved and seconded and passed on roll call.
The action rezones the property and clears the way for single-family development consistent with the city's future land-use map. No conditions or reservations were recorded in the council motion.
