Collinsville council approves rezoning to allow Master Auto to expand parking at 206 Vandalia

The Collinsville City Council on Feb. 24 approved an ordinance rezoning 206 Vandalia from B-2 Limited Commercial to a Planned Uptown Commercial District (PUCD) to allow Master Auto to expand its parking and consolidate parcels.
Senior planner Caitlin Rice told the council the project will consolidate three parcels into two, add 11 parking spaces, a dumpster enclosure, stormwater detention and plantings to screen the lot from adjacent residences. Rice said the request is intended to permit a legally nonconforming automotive use on the existing portion of the site while preventing new automotive uses on the newly created Lot B without future review: "The ordinance this evening will permit the existing automotive use on Lot A only and then of the new subdivision being proposed and any automotive use development on Lot B that is currently undeveloped would require amending that district in the future."
Rice said the proposed improvements meet Uptown Collinsville guidelines and zoning criteria, including buffers and landscaping requested by the planning commission to better complement the Market District. Staff recommended approval, noting the long-standing nature of the automotive use and the screening and drainage measures proposed to reduce impacts to nearby properties.
Councilmember Furman moved to approve the ordinance; Green seconded the motion and the council approved it on roll call. No council members recorded a dissent on the motion as read aloud during the meeting.
The ordinance permits the parking expansion and associated site improvements; any future automotive development on the currently vacant Lot B would require a separate zoning amendment and council review.
