The Collinsville City Council on May 12 adopted an ordinance approving a three‑year collective bargaining agreement between the city and the International Union of Operating Engineers (IUOE) Local 148 covering employees at the water treatment plant.
Public Works Director Troy Turner summarized the agreement’s key provisions: a three‑year term with 4% annual wage increases, an increased shift differential and a contractual change that prevents employees from using previously earned comp time to generate overtime pay. "This is a 3 year agreement, 4% annual increase," Turner told the council and recommended approval.
Turner said comp‑time use had been driving overtime costs and that the change is intended to limit overtime driven by comp‑time conversions. No councilors raised objections during the presentation; the motion to approve (moved by Seaton, second by Hausman) passed on roll call with all members voting yes.
The ordinance was adopted on the floor; council members recorded in the roll call were Hausman, Furman, Green, Seaton and Stamen and each voted yes.
