Council extends 10-acre farm lease for one year amid conflict-of-interest disclosure

Levan Town Council voted to continue the current 10-year farm lease terms for one year at its April 9 meeting after learning the prior lease had expired Dec. 31, 2025 and the parcel remained unleased.
Town Clerk Christine Carrigan explained the previous lessee’s term had ended and that crops had already been planted by the prior occupant, who is the mayor. Council Member Jerry Spencer moved to continue the current lease for one year and Ray Evans seconded. Council Members Rachel Goates, Ray Evans and Jerry Spencer voted yes; Mayor Tyler Shepherd abstained from the vote because he had a conflict of interest related to the property. The motion passed.
The council did not adopt new lease terms at the meeting and said it would reconsider the parcel at the end of the one-year continuation. The decision preserves continuity for the current crop year while allowing the council time to consider competitive bidding or revised lease terms before the next cycle.
