The Brookings‑Harbor School District board approved two action items: selection of STAR as the interim assessment tool required by the state and a three‑year collective bargaining agreement with the Brookings Harbor Education Association.
District staff explained that State Policy SP141 requires districts to choose from approved interim assessment vendors; staff proposed STAR because it takes about 20 minutes per subject and would be administered three times a year for K–8 beginning in fall 2026 if the state requires it. "If it happens it starts in fall of 26...we have them coming for training in August," a staff member said.
Board members moved and seconded the motion to adopt the STAR interim test plan; the motion passed on a roll call with 'Aye' votes recorded from board members present.
On labor, staff summarized the negotiated collective bargaining agreement covering 2026–2029: the agreement includes stepped salary increases of 6% in year one, 5% in year two and 4% in year three and only a minimal insurance increase, according to staff. "We agreed on the next 3 years pull up increase, which is gonna be 6%, 5%, and 4%," a district representative said. The board moved, seconded and approved the agreement by recorded vote.
Earlier the board had moved to approve the consent agenda; votes were recorded as 'Aye' from members present and one member (Trish) was noted absent (on a plane).
Next steps: staff said STAR training for administrators and staff is planned in August and, if required, student testing would begin in the fall; the collective bargaining agreement takes effect according to its term and the district will work with payroll and human resources to implement the negotiated increases.
