Committee approves multiple road, bridge and utility contracts totaling several million dollars

Major approvals included: a $245,520 contract award to Triggy Construction for concrete patching on county highways; a phase‑1 engineering contract (up to $3,267,871) with Alfred Bench & Company for Bonner Road improvements (Darrow Road to Fairfield Road); a phase‑2 engineering agreement for culvert replacements (up to $914,874.75) with Bravo Company Engineering; and a $2,046,974.56 resurfacing contract for Fairfield Road with Peter Baker & Son Company. The committee also approved a $2.1 million appropriation of quarter‑percent sales tax funds for right‑of‑way acquisition related to a multi‑lane roundabout at Hunt Club Road and Stern School Road.
A Buffalo Creek Wetland Mitigation Bank change order (change order #3, $40,500) and a supplemental appropriation ($29,500) to extend monitoring and maintenance were approved to complete required Army Corps of Engineers monitoring after drought delayed vegetation maturation. Director Schleyer briefed the committee on the history of the wetland bank and the need to extend monitoring into 2026 and 2027.
Other items approved included a Delaney Road traffic signal detection modernization project (approx. $157,981), a purchase agreement for calcium nitrate and related services (approx. $139,320) used in sanitary sewer odor control, and a $7.94 million contract with Boulder Contractors for the Saunders Road lift station and gravity sewer replacement project. Committee members asked about timelines and neighborhood notification for construction projects; department staff committed to outreach before construction.
Votes and procedure: Each item received a motion and second on the record and passed by voice vote. Committee members also entered and exited a brief executive session to review closed‑session minutes; the State's Attorney recommended releasing two items and keeping the remainder confidential, and the committee accepted that recommendation.
What comes next: Several of the projects require environmental review, permitting and right‑of‑way acquisition before bids and construction. Staff said timelines vary by project but many of the awarded contracts will advance design and move to construction over the coming months.
