Winfield board discusses DuPage County campus IGA that would transfer permitting and sheriff policing to county

Community Development Director Peter Crommis presented a draft five-year intergovernmental agreement with DuPage County for jurisdiction over the county campus that would let the county issue building permits and have the DuPage County Sheriff's Office handle law enforcement on campus while preserving Winfield’s inspection and code-enforcement authority.
The Village Board reviewed a proposed intergovernmental agreement (IGA) with DuPage County on Feb. 5 that would establish development and policing protocols for the DuPage County campus area, Community Development Director Peter Crommis (S11) told the committee of the whole.
Crommis said the IGA — already approved by the City of Wheaton for the portions of the campus that adjoin Wheaton — would apply to the blue area shown in his presentation that lies within Winfield. The five-year agreement would automatically renew every five years unless terminated and requires the village to adopt a DuPage County governmental campus district within 90 days of adopting the IGA; failure to adopt the district within 90 days would render the agreement null.
Under the draft, the DuPage County Sheriff's Office would become responsible for law enforcement on campus in most circumstances and the county would issue building permits, but the village would retain the ability to inspect developments and enforce village building codes. Crommis said the village would not add additional water or sanitary sewer to the property without mutual agreement, and that some county-owned blue parcels are floodplain or wetlands the county does not plan to develop.
Board members asked practical questions about water service, whether Wheaton water would be used, and how closely county building-code versions match the village’s (the village recently adopted 2024 ICC codes). Village Attorney Dave Freeman (S2) noted the county already has an agreement with Wheaton and that, if approved by Winfield, the county would have more control over the whole campus area.
After discussion the board indicated general support to move the IGA process forward and directed staff to continue the planning-zoning text amendment to meet the 90-day requirement if the board chooses to adopt the agreement.
