Natrona County meeting: scholarship announcements, appointments, EO salary timeline and outside counsel retained

The Natrona County Board of County Commissioners met May 5 and covered departmental updates, procedural business and administrative planning.
Chairman Jim Milne opened the meeting at 3:00 p.m. and announced the 2026–27 County Commissioners' Scholarship recipients: Adelynn O'Brien, Jovei Mongar and Ella Reis. Department heads including Facility Director Garrett Rothenhoefer and Road & Bridge Superintendent Mike Haigler gave updates; Rebecca Bouzis of Among Friends Adult Day Center, Development Director Sabrina Kemper, Building Director Brad Morrison and HR & Risk Director Danielle Krucheck also briefed the board. No formal action was taken on those department reports.
County Clerk Tracy Good and Sheriff Harlin told commissioners the Elected Officials (EO) Salary Resolution must be in place by June 1 because of the 2026 election filing period. The record shows the board expects to consider action May 19 and will readdress the matter at a May 12 special meeting.
Commissioner Dave North moved the board into executive session for litigation and legal advice, a motion seconded by Commissioner Dallas Laird and carried by the board. The record shows the board took action in executive session to retain outside counsel on an insurance matter.
The consent agenda was approved after a motion by Commissioner North and a second from Commissioner Coates. During the public-comment period, participants recorded in the minutes included Amity Holland, Rozmaring Czaban, Sabrina Kemper and Commissioner Peter Nicolaysen. The minutes then record Commissioner Nicolaysen stating he will recuse himself from any votes or discussions involving communications with Prometheus about a proposed data center; Nicolaysen said the proposed site is adjacent to his family's ranch on the Natrona–Converse county line.
With no further business, Chairman Milne adjourned the meeting at 6:17 p.m.
