Washington County Sewer District awards Drifting Ridge RFP to KB Engineering, approves $31,236 UV repairs budget amendment

The Washington County Sewer District Board of Commissioners voted May 12 to award the Drifting Ridge project RFP to KB Engineering and to approve a budget amendment of $31,236 for ultraviolet (UV) equipment repairs.
Ed Carpenter, Commissioner, moved to award the Drifting Ridge RFP to KB Engineering after staff said the district will fund the project with a local bond anticipation note rather than federal funds. Tim Fisher, Commissioner, seconded the motion; the board voted unanimously to approve the award. Staff said KB Engineering received the highest qualifications score and submitted the lowest fee.
Dan Hogan, Commissioner, moved the budget amendment to transfer $31,236 from fund balance into plant budget lines to cover increased UV repairs and parts; James Maskell, Commissioner, seconded the motion. The board approved the amendment unanimously. Executive Director Kevin Gorman told commissioners the district has experienced an unusually high number of UV repairs this year and needs additional parts and maintenance funding.
Gorman also explained that because the district plans to use local BAN funding rather than federal funding for the Drifting Ridge project, federal procurement rules cited in earlier reviews no longer apply. That change allowed staff to revert the solicitation to an RFP and to recommend the highest-scoring, lowest-fee firm.
The board handled the motions during a regular meeting at the Rogers Island Visitors Center in Fort Edward; the session opened at 3:35 p.m. and adjourned at 4:30 p.m.
Actions recorded at the meeting include: approval of the April 14, 2026 minutes; the RFP award to KB Engineering for the Drifting Ridge project; the $31,236 budget amendment for UV repairs; and adjournment.
