La Verne adopts 2025 Urban Water Management Plan and water shortage contingency plan

The La Verne City Council adopted the city's 2025 Urban Water Management Plan (UWMP) and an updated water shortage contingency plan on May 18.
Acting Utilities Manager Ray Apodaca told the council the UWMP satisfies current statutory requirements and incorporates state guidance on water-loss reporting, direct potable reuse reporting, low-income housing projections, and updated storage and recharge reporting. "The 2025 urban water management plan satisfies all current statutory requirements and reflects updates to act since 2020," Apodaca said.
The water shortage contingency plan (included as an appendix) defines shortage levels, response actions, enforcement protocols and communications; staff said the contingency language contains only minor editorial updates from 2020 and emphasized alignment with statewide conservation frameworks established by SB 606 and AB 1668.
Regional coordination: staff said the city partnered with the 3 Valleys Municipal Water District and regional consulting teams to ensure consistency across neighboring water suppliers and that notices and draft documents were circulated for public review on the city website.
Next steps: the city will submit the final UWMP to the California Department of Water Resources as required and implement the contingency plan procedures when necessary.
